Comment:

 All three of the core menu building tools - the menu builder at Appearance
 > Menus, the Customizer, and the Site Editor navigation builder - include
 drag and drop editing. If you're using some other tool that's not from
 WordPress core, then you'll need to raise this issue there.

 If you are experiencing this in one of the above interfaces, then please
 respond with specifics about where you're editing, such as a navigation
 path to reproduce or screenshots.
