 Please note that `wp-includes/rss.php` is a former external library
 (MagpieRSS). It does not follow the  WordPress coding standards, which is
 why it is [source:tags/6.3.2/phpcs.xml.dist?marks=124#L113 excluded from
 PHPCS checks].
