 Thank you @jorbin for [comment:9 tracking down the timing for each of
 these releases]:

 `_upgrade_core_deactivate_incompatible_plugins` and the timing between the
 most recent compatible Gutenberg Version and the WP release:

 > For 6.1.1 it was 60 days.

 With this data, @rebasaurus @icaleb @annezazu why is 6.4 being flagged as
 more strict?
