 To validate, let's maybe add a unit test for
 `get_block_editor_server_block_settings` to check for presence of the
 `theme` attr.

 For a more short-term solution, we might consider reverting [56896]. That
 will impact performance negatively but shouldn't have any other adverse
 side-effects.
