Comment:

 I ignored the higher specificity with `:not()`. Anyone who sets custom
 typography styles on `.wp-block-pullquote p` would need to edit the
 selector to override the proposed change. The current stylesheets may only

 develop/pull/30/commits/7ba23e401841efcad7be3ed51420a990aa203542 smaller
 changes], but it's too late in the cycle to consider a new approach.

 I'll prepare a PR to revert the earlier commit, and then we can revisit
 this along with #55991.
