 Awesome. Thanks for confirming @antonvlasenko.

 During the Beta 3 release party, I used Gutenberg 16.4 and then upgraded
 from WP 6.3.1 to 6.4 Beta 3. The plugin deactivated as expected.

 Reclosing this issue as fixed.
