 A template part containing a comments block?  No, I don't have one.  But
 the [attachment:"test-56780.zip"] test theme attached to this ticket
 should be modifiable to have a comments block.

 But since I've never built a site (in 13 years of WP development) that
 allows commenting I'm don't think I'm the best person to create a
 "realistic" test theme with that feature ;-)
