 Hello @fangtengbo and welcome to Trac.

 This Trac is for the WordPress core software, so I guess you are referrig
 to this.

 WordPress is fully configurable when it comes to date formats, at least
 all that PHP can handle. The default format after installation is
 determined by the bundeled localization or installed translation package.
 The site admin can the choose the preferred date format for the site in
 general on the dashboard Settings General page. Any decent theme supports
 using the preferred date format on the front.

 After configuring, no active plugins, where do you see American style
 dates? Please elaborate or provide a screenshot.
