 Admin pages have given `strong` elements a font-weight of `600` since
 [26072], and it should stay that way outside the editor canvas.

 The Gutenberg plugin already switched to an `iframe` for block themes in
 the post editor. If that is merged into 6.3, it would prevent the admin
 styles from affecting post content.

 For another possibility, the
 [https://github.com/WordPress/gutenberg/blob/trunk/packages/block-
 library/src/reset.scss CSS reset] could include `font-weight: bold` for
 any theme.
