 I think because even if you add it at an earlier position, you are still
 running `do_shortcode()` on the rendered block content for all blocks. So
 you're still in the same sticky wicket. The problem is automatically
 choosing which blocks have `do_shortcode()` enabled and which don't. The
 given example, the Yoast block, which wouldn't have shortcodes working if
 you blocked shortcodes by default on all but core blocks. So it's not a
 straight forward issue.
