 How about for blocks that are not marked as having shortcode support (like
 the Yoast block), an option is added in block ("Advanced") settings to
 enable shortcode support for that block so that it's not enabled by
 default but can be enabled if required? Obviously this should **not** be
 an option for blocks that contain user content (like a comment block).
