 Information is important and it definately should go out as early as
 possible. But…

 Do you really think there are still much todos for plugin authors and
 theme authors? As those that still would need to do somthing are probably
 abandoned anyway. Most those have a userbase thats by far further than php
 5.6.

 I would still vote for seperate and a early communication of a planned
 schedule to raise again awareness of upcoming changes and also encouraging
 themes/plugins to update their codebase.

 Let‘s just get started and do it step by step than rather pushing it out
 again and then still dont do in 6.4 for another reason..
