 @apedog commented on the notification emails issue, but I am not help with
 this.

 My proposal https://core.trac.wordpress.org/ticket/58105 has the same
 purpose, to have different languages in back-end and front-end, and that's
 why it was merged here. Maybe I should have written there?

 In my proposal there is an image where the language selector could appear,
 for back-end and front-end, I don't know if you are referring to that.
