Comment (by zergling81):

 The concern here is less about what is bundled with a new installation,
 and more about new core themes being silently added to existing websites
 when core updates occur over time.

 Put another way, if having excess inactive themes merits a security
 recommendation, WordPress should not automatically inflict need of that
 recommendation on itself via automatic updates.
