Comment:

 I tested this filter using the following code:
 {{{
 function wporg_filter_plugins_list( $plugins ) {
         unset( $plugins['all']['hello-dolly/hello.php'] );
         return $plugins;
 }
 add_filter( 'plugins_list', 'wporg_filter_plugins_list' );
 }}}

 The plugin is removed from the list. Works fine.
