 Twenty Seventeen: Make `twentyseventeen_is_static_front_page()` an alias
 of `twentyseventeen_is_frontpage()`.

 Since both functions return the exact same thing, this changeset makes
 `twentyseventeen_is_static_front_page()` an alias of
 `twentyseventeen_is_frontpage()`
 and updates the related docblocks and function callback.
