 == Testing Instructions
 These steps define how to test the enhancement, and indicates the expected
 behavior or results. Provided by Andy in Slack DM.

 === Steps to Test
 1. Find and install a plugin with a `readme.txt` file containing `==
 Upgrade Notice ==` with some contents. You can pick one from
 [https://wpdirectory.net/search/01H3JBEGTQ051J19VV7XPC8BTY this list], but
 make sure there is content in the `== Upgrade Notice ==` section.
 **Redirection** is an example of a plugin that has contents under this
 heading.
 2. Decrease the plugin's `Version` header in its main file (e.g.
 `plugins/redirection/redirection.php`) so that an update shows.
 3. Navigate to `Dashboard > Updates` and examine the plugin's row in the
 update table.
 4. Apply the PR.
 5. Refresh the `Dashboard > Updates` screen and examine the plugin's row
 again.

 === Expected Results
 - ✅ Before the PR: The upgrade notice should appear between the
 compatibility information and the auto-update information.
 - ✅ After the PR: The upgrade notice should appear after the auto-update
 information.
