Comment:

 While the font size is the same for the three lowest levels, the headings
 are visually distinguishable.

 This was a design decision, and it needs to stay that way so thousands of
 users are not surprised by a change.

 Any users who prefer the different sizes can use Twenty Twenty-One, or
 they can adjust the font sizes in the "Additional CSS" section of the
 Customizer (or edit the styles in a child theme of Twenty Sixteen).
