Comment:

 I did not find an explanation for the absence of comments on the front
 page in the
 [https://github.com/WordPress/twentyseventeen/issues?q=is%3Aissue+is%3Aclosed
 original Twenty Seventeen repository], so this may be unintentional.

 I am nervous about changing the template file now, when most people who
 want comments probably have already worked around it in a child theme or
 they have chosen a different theme. The front page might be open for
 comments without the site owner realizing (or wanting) that.

 Maybe an admin notice could appear when updating the theme to call
 attention to the new behavior.
