Comment:

 @azaozz @SergeyBiryukov I've implemented this in a first pass in
 https://github.com/WordPress/wordpress-develop/pull/4565. It would be
 great if you could take a look.

 If we want to move forward with this solution, I can add test coverage. I
 think it would be great if we could get this into WordPress 6.3 to also
 get rid of the `todo` comments around "incorrect" `WP_DEBUG` usage (see
 related #57573).
