 Thanks for the follow-up!

 At a glance, PHPUnit Test Runner [https://github.com/WordPress/phpunit-
 test-
 runner/blob/117e21b35f6cc5b1c1a94f6197ee5354110415d2/functions.php#L191
 does call the mysql binary directly], though it's not 100% clear to me yet
 whether that's the issue here.
