Comment:

 This seems similar to a few earlier tickets: #53830, #54634, #54800,
 #54849, #55632.

 In line with [53306] / #55632, perhaps `WP_Theme_JSON_Resolver
 get_user_data_from_wp_global_styles()` could bail early if
 `wp_installing()`, see [attachment:"58673.diff"].
