I'm going to close off this ticket as per
 [https://make.wordpress.org/core/2020/08/24/proposal-dropping-support-for-
 old-php-versions-via-a-fixed-schedule/#comment-39736 Matt's comment on the
proposal for updating the minimum supported version on a fixed schedule]:

 > The right policy for WordPress core is to have users drive what we
support, measured by usage, not other projects with their own priorities
 and stakeholders.

Many of us may disagree but the decision has been made. WordPress 6.3 will
increase the minimum supported PHP version to 7.0, and I'm hoping that we
can increase that to 7.1 and 7.2 in a relatively short period of time. See
#58719 for the next ticket tackling this.
