 Synced patterns would be able to be inserted by clicking on the Synced
 Patterns icon on the far right side of the tab.

 However, I agree that it is a pattern with or without synchronization and
 therefore it should appear on the Patterns tab.

 I have submitted the issue as I believe this is a Gutenberg project
 related issue: https://github.com/WordPress/gutenberg/issues/52224
