 This ticket was discussed in the recent bug scrub.
 [https://core.trac.wordpress.org/attachment/ticket/40228/40228.improved-
 caching.2.diff 40228.improved-caching.2.diff] no longer applies cleanly
 against `trunk`. Adding the `needs-refresh` keyword.

 @spacedmonkey Is there anything contributors can do to help move this
 forward?
