Comment:

 This ticket was reviewed in the bug scrub. As the patch still applies
 cleanly against `trunk`, I'm removing the `needs-refresh` keyword. The
 `changes-requested` keyword is accurate. Also adding `dev-feedback` to
 draw attention to Jonathan's comment above.
