 [https://github.com/WordPress/wordpress-develop/pull/3864 PR 3864] is a
 revert of the caching portion of [55086], ie the parts that use
 `wp_cache_*()` functions.

 With a clean install of `trunk`, I was not able to reproduce the problem
 in Chrome, Edge, or Firefox. The admin area renders properly for me before
 and after PR 3864.

 @dmsnell reached out to me in Slack noting:
 >I don't get any enqueued CSS, so everything inside of wp-admin renders
 broken and I'm not seeing any HTTP requests for any CSS files

 Dennis tested PR 3864 for me and confirmed that it does resolve the
 issues.
