 We recently came across this issue after migrating off WooCommerce. Our
 default role was the 'Customer' role provided by WooCommerce. When
 WooCommerce was removed from our sites, that role was subsequently deleted
 - leaving a large percentage of users without a role.

 Generally this would not be an issue, but users without a role are not
 returned in the search results on a multisite sub-site.

 I am able to find the user by searching by name or email on the parent
 site, and the sub-site is also listed under the user's sites, but they
 don't display in search results without a role. This makes it very
 difficult to find or edit a user on the sub-site.
