Comment:

 I agree that this is probably plugin material.

 However, I do wonder what this could look like with the block-based site
 editor and block themes. It would require some investigation, but it may
 be possible to allow a maintenance template to be edited within the site
 editor. This is likely not straightforward though, as there is
 (intentionally) a very minimal amount of WordPress functionality available
 when a site is in maintenance mode.

 Creating a ticket upstream on the Gutenberg GitHub repository would be the
 best place to discuss this, though.
