 No, it's NOT open. What you have outlined above is one sided decision
 taken by single person - Matt (Automattic). It's not a community led
 decision, so please stop acting like it is one.
 Rules are needed to ensure things happen on time, be transparent and
 predictive.
 Wordpress lacks basic decision making process. Why? Because Matt aka
 Automattic doesn't want one so as to have full control on WordPress.
 So we need "rigid" rules for things to move ahead.

 Yes, I can. It IS partially their fault for not upgrading. When will that
 your "eventually" come? Like after next 2 years?
 Also that number is not that big when you compare it to 37M (total users).

 @jrf has clearly mentioned that THERE are HUGE benefits to upgrading to
 7.2
 Since we can't upgrade directly to 7.2 because of some one sided outline,
 best possible first step is to bump to 7.0/7.1.

 Sorry but I feel that it is useless to discuss anything here.
 Like always, it's just going in circles.
 To be fair, with azaozz blocking, there is no chance that it will ever
 merge.
