Comment:

 I managed to reproduce an issue by setting network speed to slow in
 Developer Tools > Network. Patch needs to be tested and comment from
 [https://core.trac.wordpress.org/ticket/12769#comment:11 needs to be taken
 into account]. It looks like patch is supposed to fix this behavior for
 the whole admin.
