 Yeah, it used to be the support forums main page before the 2017 redesign:
 http://web.archive.org/web/20170101112647/wordpress.org/support/

 That page now is https://wordpress.org/support/forums/.

 https://wordpress.org/support/ just redirects to
 https://wordpress.org/documentation/ :)
