 I also reproduce the bug, by following the process,

 Create new page.
 Add Shortcode-block, nothing more.
 Click on the options if this block.
 Options are not coming on click in the shortcode block the first time,
 after several clicks options come but there is a kinda glitch effect.
 Please check the attachment.
