 WordPress 5.2 was the first version to require PHP 5.6. It was released in
 May 2019, so roughly 4 years ago. Sites that are currently on PHP 5.2-5.5
 (2.1% of total) must still be using WP 5.2 or lower, because of this.
 They are unlikely to upgrade to WP 6.3, so why are we still talking about
 "5% combined"?! Instead, let's focus on the 90% of sites that would
 benefit from a bump to PHP 7.0 (or higher) which will undoubtedly lead to
 better code in core (type declarations and return type declarations would
 be a HUGE benefit)
