 When editing a Post/Page with the Block Inspector active, clicking the
 Options menu cause it being displayed behind the Block Inspector. However,
 this problem doesn’t happen in the Templates/parts editor.

 Testing environment:
 WP 6.2 beta 1, Firefox 109.0.1, Chrome 110.0.5481.78, Windows 11, TT3 &
 Powder themes.

 Steps to reproduce:
 1. Edit a Post/Page
 2. Activate the Block Inspector sidebar
 3. Click the Options ellipsis menu
 4. Observe the Options menu is displayed behind the Block Inspector
