 I think [https://github.com/WordPress/wordpress-develop/pull/1547 PR 1547]
 (has screenshots) went in that direction with admin notices and inline
 notifications for dependencies. Would that approach be worth a second
 look?

 I don't have a strong opinion on either approach at this time, but the
 current PR with the Dependencies tab appears to have more traction and
 wider testing. Some design feedback on what would be a better UX for
 various cases (one plugin with one dependency, multiple plugins with
 multiple dependencies, unmet dependencies, etc.) would be great here :)
