Comment:

 @costdev Splitting the patches up makes sense but if it's across
 milestone, let's set up a second ticket to avoid moving tickets around
 once they have commits on them.

 My once concern with this change is if a plugin author has modified the
 actions but relies on the div being present for some custom code. Adding
 needs-dev-note accordingly.
