 Updated [https://github.com/WordPress/wordpress-develop/pull/3827 PR 3827]
 to address the login toggle button and other small things pointed out on
 the PR. Still unable to reproduce the button not showing at all without
 disabling JavaScript.

 If someone, @adeltahri or @robinwpdeveloper, could test again.
