 One other thought I just had: we did need to include `check-latest` when
 using the setup-node action in the GitHub Actions workflows because 20.10
 was not reliably available on non-Ubuntu runner images. We could change
 the version back to 20 when that gets removed to save an extra external
 request in a few months.
