 I've started on a fix in this PR -
 https://github.com/WordPress/gutenberg/pull/57298.

 I'm concerned about the impact this will have on WordPress users, even if
 a fix is released in 6.4.3. Do we know how many users will auto-update?

 This is the PR that introduced the code that causes the issue, which was
 included in WordPress 6.1 -
 https://github.com/WordPress/gutenberg/pull/44148.
