 @jtoney7852 It's really a process of elimination. You say you have zero
 plugins installed, which is fine. It removes plugins from the equation.

 What happens when you switch the site to say the TwentyTwenty theme, does
 the functionality show up finally? If yes, then chances are it's an issue
 with the theme, and the theme developers should be reached out to.

 Alternatively, is this a custom post type, or the standard out-of-box
 "post" post type? If a custom post type, does the post type have "featured
 image" set as one of the registered features? If not, then you're not
 going to have that functionality, and it's not WordPress core's issue.
 It's just how the post type got registered.

 Second alternatively, do you have "featured images" toggled to show their
 UI? This can be toggled on and off with the block editor, via the 3
 vertical dots in the upper right corner, then select Preferences from the
 dropdown, and then click into the Panels tab. If you're still using the
 classic editor, it would be toggle-able via the Screen options tab, also
 found in the upper right corner.
