 I think in the end it was both a bind issue ''and'' data sticking around
 inside the volume, which I managed to flush out.

 https://github.com/WordPress/wordpress-develop/pull/5119 should now be
 working as expected - I'd still say we stick with
 https://github.com/WordPress/wordpress-develop/pull/5115 as an immediate
 fix until 5119 has some more testing on it, but I'm not super fussed.
