 When working on a post using a mobile browser and WordPress 6.3.1, the
 toolbar of the "current block" (has focus) stays on top of the entire
 post, so one must scroll up for simple things like ''italicize,'' create a
 link, a footnote, or change a heading level.

 On a desktop browser, the toolbar appears immediately above the "current
 block".
