 Adding another updated PR with the changes in wp-admin/includes/user.php.
 Because there are some warnings shown while trying to create a user with
 the same email as the username if we don't make these updated changes.
 Requesting a review. Added the unit tests from @costdev in the PR as well,
 to keep it all in one place.
