 The idea here is to provide a way to show the list of active plugins
 ordered by activation date/time.

 This was suggested by a friend of mine who was having a hard time tracking
 down which plugin on his site had caused a problem because he couldn't
 remember which one he had last activated.  Given that deactivating plugins
 one at a time to track down which one is causing problems is a common
 technique, this seems like it might be generally helpful to WP users.

 Details need to be flushed out on where and how to show this information.
 The plugins page seems like the most obvious target, the site health page
 might be another.
