 Hi there

 In your screenshot I notice that some plugins are installed. Have you made
 sure this happens without any plugins? I know that when using plugins like
 Admin Menu Editor or Advanced Access Manager you might create a similar
 effect and thats sometimes a bug in the plugin and not WP core...
