 Hey @mehediasadpur, this will depend on the plugin which you are using for
 the coming soon mode. If the option "Anyone can register" (Settings >
 General membership) is set to true, then the registration will be enabled
 for all.

 Either way, this issue might be a good one for WordPress Support Forums.
 Let me close this Ticket for now, as this isn't an issue with the core.
 Setting the resolution to "invalid". This doesn't mean your query was
 invalid, it only does mean that you reported it in the wrong place :)
