 Hi!

 The default text color for the cover block is white.
 - The color depends on the background that the user adds.
 - Users can change the text color of the block using the text color
 setting in the block sidebar.
 - Block themes (like Twenty Twenty-Three) can change the default text
 color of the cover block using the theme.json configuration file.

 Depending on how they are set up, shortcodes can also have their own
 custom colors applied, separate from any default WordPress option.

 Is there an issue that is specific to the shortcode block? Or did you mean
 that the text color option does not work? What types of shortcodes did you
 test with, built-in or custom? Can you add any more details about the
 problem?
