 Confused why we're looking collectively at <7.2, instead of handling each
 PHP version separately. 5.6 should have been dropped as soon as the
 criteria were met.

 +1 for rectifying this by removing 5.6 in v6.3, and then (unless their
 usage numbers go up) 7.0 and 7.1 in the subsequent release (when removing
 those releases meets the same criteria).

 Going forward I think this step needs to be a standardized part of the
 release process - if the criteria are met, then that PHP version should be
 announced/slated for removal. Think the lack of consistency is a bigger
 issue than whatever the actual criteria for removal are (which seems to be
 what much of the discussion on this ticket focused around).
