 customizer css was moved to global-styles-inline-css it seems, and the
 theme we were using dequeued global-styles.

 feels like this should be decoupled - one could want to disable the
 default output of global styles, but still need to accommodate custom CSS
 injection, but i imagine no one else shares this opinion so i'll mark this
 as closed
